Who was the best?
You are only refering to the modern day minority!!! Why dont people take into consideration the wrestlers 10 years ago? 20 years ago? 50 years ago? Or even go before "pre-determined" promotions and look into wrestlers 100 years ago?
Probably because you dont know any wrestler in those days right?
Out of the wrestlers you listed in your question.... I would say the Rock. However, these wrestlers are based on gimmick and entertainment values rather than the greatest of all!!
If you refer 'the greatest', you have to list the wrestlers that werent just entertaining, but wrestlers that WERE wrestlers!!!
The Greatest of all the wrestlers in the professional ranks has to be Lou Thesz. He was a tremendous man and not only was he capable of putting on a show.... he could wrestle for REAL!!
He kept himself in prime condition and if you faced him and wasnt in good shape.... he would 'toy' with you. Lou Thesz was trained by some real, hard men of the days. I am talking about George Tragos, Ad Santel, and last but not least. Ed "Stangler" Lewis.
Lou Thesz.... the best of the best that could put on the best wrestling shows.... and could look after himself all the way!!
These were the days when wrestling shows was wrestling... and still contained those 'pre-determined' values. They were technical 'works'. However, they were much more of an art to watch and admire than the style of wrestling we see today from the WWE.
Today, people dont understand the difference between a keylock and a padlock. Because of this, ground work is never taken into consideration in todays Professional Wrestling... like WWE. Just silly stunts and flying.... which people call "entertainment" and sadly find it great.
You get fans today saying that the WWE is a great way to escape life for two hours... but you just watching it for the comedy. It does not mean your a fan!! A fan is somebody that appreciates what Pro Wrestling actually means and watches it for its skills. Sure... its entertainment... but the morals and pride are much higher than to degrade myself to watch the crap of today.
Everytime I see the WWE on TV it depresses me. As a fan of the Pro Wrestling industry... I feel the WWE are destroying everything!! I dreamt to think what ProWrestling will be like in 20 years... if its still going????
Back to the answer....
LOU THESZ is my answer!!!
//// Extra added
Lets get one fact straight!! Hulk Hogan may have been the biggest seller.... and that he has a gimmick which may be irreplacable, but how on Earth can you say that certain stars like Lou Thesz and Bret Hart are nothing special? You make it out that you could just chuck them away and replace them with other wrestlers. HELL NO!!
People obviously favour the promotions and their money rather than straight style wrestling.
The whole reason why matches turned into the work was because of the promotions wanting more money.... the more you favour the likes of Hulk Hogan and The Rock, then nothing will change.
Lou Thesz for example could wrestle and hardly anyone could replace him!! ... and he could put on a much more realistic show with his eyes closed. Lou Thesz would have toyed with Hulk Hogan, particularly in the Japanese promotions.
Lou Thesz: "I would give Hulk a 9 or a 10 on his physique but I would give him a 1 or a 0 on his wrestling"
After Lou retired.... he found it very difficult to do nothing but watch Pro Wrestling go downhill. For all the work he put into the sport he loved so much it gets taken over by clowns better known as "superstars". Even Lou admitted the lack of wrestling skills in the most recognised 'performers'. Hulk Hogan.... whether you like him or not... IS one of those "superstars".
I could go on forever about todays "superstars".... with only a few given a decent view.
Wrestling should come first regardless....

Stone Cold Steve Austin is my pick (unless you want to add Hulk Hogan to the list)
With all due respect to wrestlers such as Bret Hart, Ric Flair, Chris Benoit Owen Hart, Kurt Angle, Lou Thez are/were fantastic "wrestlers" but what a lot of people don't realise is that there are other wrestlers all over the world who are every bit as good as the previously mentioned men and are therefore they're a dime a dozen. None of them were big draws for the company and are/were relatively replaceable
Stone Cold Steve Austin, The Rock and Hulk Hogan on the other hand are huge stars. Superstars (not wrestlers) like them only come along once every so often and they're the guys Vince McMahon wishes he had a million of. They made huge amounts of money for the company and made the WWF/E stand out as the best wrestling company in the world, while all the other companies who relied on "wrestlers" went broke.
I would say Hulk Hogan is the biggest star of the three selling more wrestling merchandise than The Rock and Stone Cold. But since he is not on your list I believe Austin is the second biggest seller of all time so I would pick him.

Toss up, Mick Foley is/was one of the innovators of modern "hard-core" wrestling and Undertaker is the most resilient wrestler in history.
