there is no connection between the two. Income tax office works under the ministry of finance. their job is to collect revenue - income tax revenue. income tax is levied on individuals, firms and companies. registrar of companies works under the ministry of company affairs. the registrar controls registration of companies. companies act 1956 is the relevant legislation. whther the registered companies are properly following the provisions of companies act is the function of the registrar. he has no connection whatever with income tax.
