With reference to ICT, the only reference including public that I know (I am no expert) is public domain:

public-domain software
Any computer program that is not under copyright and can therefore be used freely without charge. Much of this software has been written in US universities, under government contract. Public-domain software should not be confused with shareware, which is under copyright, and may be freely distributed for evaluation purposes, but requires purchasing to use in the longer term.
