There is actually very little difference in terms of the closeness of the shave each gives. I have used both types over the years..I have pretty thick stubble growth and both rotary and foil shavers provide an adequate (but not great) shave.
No electric shaver gives as good a result as a blade does..but they are fine for a quick shave or if you are in a hurry.

an ordinary disposable two or three bladed razor is better than an electric shaver for a clean shave.
