there is a way to know whether the charger or the battery is out

the battery is out when you received a call then it automatically turn off or beeps indicating the battery is low, and the charger is out if you have charged the phone more than 2 hours but the battery still not full.

Tips: charge the phone only if the battery is weak and charge it in off mode (this way it will make your battery lifetime longer.) All the best!!!

the battery is shot, more than likely you didn't let it discharge fully before charging it. When recharging batteries like these, it's important to allow it to die out, then recharge. What happens when you only allow it to go down half way, is that is where the battery thinks it's dead at, therefore you will only really have half the batteries full charge capabilities.

Probably, a problem with charger.
or if it is not then, go to a repair-man, he'll check..
The charging pins on the phone might be damaged.

Start simple!!!

Replace the battery and see if the phone is still functional.

When the battery gets low, try recharging it.

The battery needs to be replaced. The connections between battery and phone are bent or dirty. the connections between the charger and phone are dirty or bent.
