To everyone else here, this guy is asking about the Trading Card Game of Pokemon, NOT the Video Games! So if you ask about which game, slap yourself somewhere HARD. Anyways, the strongest theme? My guess is the exDeck. exPokemon cards can give you TWO Prize Cards instead of one.
