We do not have them because the congress does not mandate them. It would require a constitutional amendment. That is done as follows (from the US Constitution):
"Article V
The Congress, whenever two thirds of both houses shall deem it necessary, shall propose amendments to this Constitution, or, on the application of the legislatures of two thirds of the several states, shall call a convention for proposing amendments, which, in either case, shall be valid to all intents and purposes, as part of this Constitution, when ratified by the legislatures of three fourths of the several states, or by conventions in three fourths thereof, as the one or the other mode of ratification may be proposed by the Congress; provided that no amendment which may be made p"rior to the year one thousand eight hundred and eight shall in any manner affect the first and fourth clauses in the ninth section of the first article; and that no state, without its consent, shall be deprived of its equal suffrage in the Senate."

We need to pass term limits state by state .
If you can't get on the state ballot , you're finished .
2 terms in any office , then you can run for a different office , seeing as they are employees of the people lets impose a mandatory retirement age also . Some of these guys have been in office 50 yrs
And no more voting themselves pay raises , let each state decide what to pay them .

Not sure why but theres too many that have made a career out of it and are useless except for bashing the president when they dont get their pork belly projects approved,I hope it changes altho I dont know how.
