Yes to some degree of satisfaction, computers can talk and you can also talk to it. I use a few types of adaptive software. Below are a few you can try... Enjoy~
P.S. I am Visually Impaired and use these programs daily, I.E. right now! So clearly they do work :o)

Click on your Start Button, choose Control Panel. Choose Sounds, Speech, and Audio Devices...then choose Speech. Click "Preview Voice", and your computer will talk to you!
