I mean can we retrieve all frequency range

The thing about mp3's is that you simply cannot make them sound better than they already are. Once theyr'e comrpessed, they can only be compressed more, but never an increase in the quality.

Not really. MP3 is what is known as a "lossy" format. You will have actually lost some of the data when the file was converted to the format. It is completely possible to convert it to .cda or .wav but you won't regain the information that was lost.

tecnically speaking you cannot improve sound quality by converting, you could instead use a program that will remove noise from you sound file
