Its universal opinion that capital punishment should be done away with and there has been much talking going on on all levels to make 'life sentence' as the maximum punishment for any crime whatsoever. Keeping that in mind probably the popular opinion is held at bay. And as a local politician in India quoted recently about this episode if one is hanged by the rope he endures just a few minutes of pain and he dies but if one is given life sentence in a jail for crimes he actually endures the pain for longer time and he might have time enough to come out as a reformed personality. Thanks to the politician and thanks to your question.
