Because the best place for the ovum to be fertilised is where it is going to grow - inside the mother. That being the case, the only way to get sperm to the ovum is to have a passage to the outside and to introduce the sperm down that passage in a tube.

I assume you mean the reproductive organs. Other wise if it was the other way round men would be woman and vise versa. If you mean why cant a man with a penis get pregnant? The method of get the sperm to the egg or the egg to the sperm down such a tiny hole at the end of the penis would be impractable. There would be a good chance that when you unrinated the sperm or egg would be washed out. Also when its time to give birth how do u give birth through a penis enough said.
