You can download a free webpage editor and templates from http://www.bluevoda.com It is a WYSIWYG (What-you-see-is-what-you-get) thingie so you don't have to deal with the HTML programming language behind web pages (although HTML is very useful if you wish to trouble-shoot or customise things a lil more).

The other way is to get yourself a free blog at say, http://www.blogspot.com The down side is, you have very little control in how you want your web page to look like, but having a blog allows people to add comments. Whenever people visit their blogs, their comment links may be linked back to your blog. Free Web Traffic!

Same for free homepages (disadvantage) whereby you may be required to show banners or ads, and you also have a limit to how many pictures you can upload for your free web pages.

If you want full control over your web pages, you might as well pay a little for webhosting...as little as US$35/year for hosting. The yearly domain can be had for less than US$9/year. (But I do not recommend this until you're feeling comfy with "playing around" with the design of your webpages.)

You can make full use of free stock images. Just google for them! Customised images can be created and editted with Jasc Paintshop Pro (software).

I have written some HTML tutorials in the past but have not uploaded it to my under-heavy-duty construction homepage yet.

If you need further help, please ask! :p

HTML helps, as long as your not using freewebs or any other pointless CRAP.
P.S. I posted a link for a HTML tutorial in my sources.
