The best solution is install anitvirus and run the virus scan (Try PC Cillen 2006 / 2007) if it finds the virus then let it DELETE the files. If it doesn't then its time for a format and reinstallation of windows.

Not to write a full DIY Computer manual, here are some first steps:
1. Does it open in "Safe Mode" (keep pressing F8 on boot)
2. Have you updated and run an anti-virus scan recently
3. How full and how fragmented is your Hard Drive.
4. Is your Hard Drive making excessive or clicking noises
5. Is the CPU Cooling fan working
6. If the CD/DVD drives are unplugged does booting improve
7. If all external peripherals are off " " "
8. If the PC has been overclocked try returning BIOS to failsafe
9. The power supply unit may be faulty
10. Check all connections on motherboard are correct
11. Is your CPU heatsink clear of dust
12. Is the area around your PC clear of clutter
If and when you can get into Windows try running scandisk for hard drive and file errors, also clear out all the temporary files you can, check for virus's, spyware etc. Back up all the data you wish to keep because if the worst comes to the worst it may be your last opportunity.

jps_kool is right this was a very famous (and relatively old ie. 2003) virus called Sasser which will cause ur machine to reboot itself continually. It was made by some german high shool student but then he got arrested as for wat u should do just turn on ur comp as afast as u can then try to open task manager and shut down the process that the virus has taken over or if u cant do that then try downloading a free antivirus program such as AVG or McAffee STINGER on a seperate comp then keep turning on ur infected machine until it stays on, then trnsfer the installer file u downloaded to the infected machine using a flashdrive then install the program and run a scan and hopefully it should destroy the virus.

ah.. this was a famous virus.. but forgot the name of it. If you are able to get in the system and press Ctrl+Alt+Del you'll see part of the virus name.. delete that and will give you some extra time to use ^O^; anways.. this virus is eraseable but the bad thing is that you don't have time. Try to fix it connecting your hard drive with another computer and delete it else just format your hard disk.

You might need to update your anti-virus or security programs. If there is an error code associated with this problem, do a search online and see if that helps. This happened to my brother's friend, and all they needed to do was perform an update on one of their firewall/antivirus/security programs.
