melting a penny? hah!!
if u mean as in melting money- jus give itin alms to a hospital in charity.
If you mean as in converting it to liquid state, u need to put it in a crucible (Carbon/ graphite/ Silicon Carbide/ Platinum- whichever is available- though the platinum one is extremely expensive); keep in a furnace and heat to about 1200 deg C temperature. Melting point would be around 1050 deg C. You need the extra temperature to be able to pour it into a mould and cast in desired shape.
First check up with the authorities if it's legal

I don't know. But its illegal to destroy or deface government property. I think it's a federal crime. (yes, even a penny)
