Using TECOM Bluetooth dongle
Model: BT3033A
when i try to connect, the software prompts for a license file which is in the CD but when shown, it does not respond or accept...
where can i get the license file? or is there any other way to configure this...

This seems to be common error with XP Service Pack 2 it is up to Microsoft and your Bluetooth dongle manufacturer to sort this out.
