I believe that the Speaker of the House of Representatives has to call an emergency meeting with the Senate and vote someone in with a majority vote. And Carla? It all depends on who the next legal person is, e.g. 35 years of age, a born citizen of the US, with no felony convictions. Normally Speaker of the House and then it goes down the row of authority from there starting with the president pro-temp of the Senate being next in line after the Speaker.
