hi........ if u want to just visit manila then u can go anytime. but if u want snow and snow fall then u need to wait.. go there in jan to feb midlle. its really a beautiful place. u can find peace of mind there.
pls stay at hotel sunpark... its not too much costly and looks/service are really good
anyway happy journey...

It is perhaps amongst the best season.... You may find snow on heights... like Rohtang pass

Good season. you can definitely go. You will find snow at rohtang. Please avoid after november there will be unbearable cold. Go before november.
