'Bar none' is an expression that means not leaving anything out. If you said that Pepsi was the best pop, barring Coke, then it would mean that it was the second best pop after Coke. Bar none means that every other possible contender was included.

It would be interesting to know what the ad was for or if there are any logos on the t-shirt. The slogan is saying that 'you program' (whatever that is) is the best program there is. 'Bar none' means that there are no others that could claim this title.
