yes he did in all his writings he described in detail the communications satelite which he was the pioneer of and it is credited to him

Did he design schematics etc, no. But, he did envision their use in communicating wirelessly between to spots on the opposite sides of the earth by relaying through satellites. Plus, he calculated where they would have to be put in order to stay over the same spot of the earth's surface all the time, or for them to be geosynchronous, in the 1940s. All communications satellites now orbit the earth in the "Clarke Belt".

No, he did not, but in his writings he foresaw and described a system of stationary satellites for communication purposes.
The idea was floating around at that time, so he cannot claim to be the "inventor".
