I'm not sure what you are looking for here. A speech for what - a classroom, a group, a bunch of friends, a street corner? It would really depend on who you are speaking to and what your goal of the speech is. Do you want to deter trick or treating? Warn about the dangers of eating candy before it is checked? The history of the holiday? There are a ton of topics you can speak on. Sorry I couldn't be more helpful - but more detail would help.
