I thought it was the rotors but the pedal does not shake at all. Can it be the tie rods or anything else??????????

tires are brand new and were blanaced the problem only occurs from a high speed stop between 60-40 mpg then goes away

A bad Tie-rod will give you a shake upon slowing and no feel in the brake pedal but a feel in the steering wheel... jack up your
car one side at a time and grab the tire at 9 and 3 O'clock and shake like hell... any movement will indicate a loose tie-rod either
inner or outer.... Your Rotors do not have excessive runout.

Low speed shake is probably tire alignment, high speed shake is probably tire balance. Your problem could be both. Take your car and have the tires checked for abnormal wear and balanced, then have the car aligned. During the alignment, any steering or front end parts problems should be identified by the service man during the alignment. This should take care of your problem. Rotor shake problems occur only upon depressing the brake pedal and are not felt through the steering wheel.

price7204 and Josh is right. If the vibration is felt through the steering wheel when you apply the brakes, it means your front brake rotors are warped.
