Start with the department in your state that handles drivers licenses. See what they can tell you about such a service. Then contact the business or economic department of your state and city to see what is needed. You may need a taxi license. Try talking to a shuttle service driver, maybe actually use the service. Important - is there competition?Can you do better than them?
1. identify the route, the stops, the destinations etc. Research into if the route and stops are popular.
2. establish the fare.
3. work out a schedule.
Of course you need the vehicles, and off you go.
Review the business after a trial period. Do you need to make amendments to any of the above-mentioned?
