I know of no way to download Windows 98, and chances are if you did download it, say from a Peer-to-Peer source, it would be corrupted or have a virus within it. In your case I'd recommend visiting ebay and putting a bid in on a Windows 98 SE disc. An example is at the below link.

Microsoft doesn't support 98 anymore. No security updates etc. If you want a freebie, try Linux.

Short answer - you can't.
If you want a free/cheap OS for your PC, then go for one of the Linux derivatives.

you can downloaf win98, but it's illegal.
