So, since you said about dollars, I would go by the above, and hence, 3.04 billions = 3.04 x 1,000,000,000
= 3,040,000,000.

In UK,
1 billion = 1,000,000,000,000 (a million millions)

So, if you r from UK, for you,
3.04 billion dollars would be 3,040,000,000,000 dollars.

I would still go for the US convention, that is the first one as most of the world also goes by it.

3,400,000,000 is 3.4 Billion and 3,000,400,000 is 3.04 Billion
