It would be nice for a man to want to do that for his lady during her period.
Mainly because most men get all eeewwwy and don't like knowing about a girls period so a man that can really step up to the plate and show that he's not a little p.u.s.s.y is a real man.

i think it's ok. and it's best for him to give you an orgasm because it relieves tension and the contraction makes your period shorter because it makes your period a little heavier than usual thus shortening the days you have them. also do it in the shower, if you are worried about the mess.

during mensturation many women feel a hightened desire for sex, probably due to excess blood flow in the region.
but the desire for intercourse is very personal since many feel uncomfortable during the time.
if the woman is willing and hygine is maintained, i dont think there is any harm in giving her an orgasm. i guess if she is willing then she would appriciate getting it.

It is perfectly ok, but I wouldn't recommend putting your face down there. Your fingers are fine, maybe covered with a condom. It can help pains, if she gets them.
