According to the Telecom Regulatory Authority of India (TRAI), local numbering allowed is in the range of 2-8. While 0 is used for STD access, 1 is used for special numbers. So, the only digit left is 9.

I've lived in Japan (mobile started with a 0) and the US (mobile starts with 1). It just depends what country you live in, each country has a different number set.

I think 9 is the bigest No. of 01234.....9, and India's country code is also 91-..................... so all indian mobiles no. started with 9.

MINE DOESN'T BUT MOST OF THE TIME THEY SET THE SAME THREE START NUMBERS FOR WHAT COMPANY YOU HAVE SERVICE THROUGH AND WHAT CITY AND/OR WHAT STATE IT IS.
