keep the blinds closed and if he's looking in your window without your concent he could be fined and told not to do it again. Or maybe tell his landlord or something. And if you kinda know him ask him polietly not to do it or at least close the blinds or something.

Get a camcorder and record him, see if that makes him uncomfortable, he might run back into the house.
