Most commonly it's an intermittent on-call position to cover for staff who are either on vacation or out sick. You could work 10 hours one week, 40 the next, and none the following week. Generally you could be called in to work any shift.

Not sure but I would say someone that gives other workers breaks. If they go on vacation or call in sick. Kinda like in school when teachers can't make it there is always a backup.
