Depends- are you into fixing a few "oops" here and there, or mebbe serious mods? Better take a metalworking class first, that route gets you there first and fastest. ...and they are fun!
I got started using oxy-acetylene (blowtorch) and stayed with it.
To start nowadays, go for a MIG/TIG (zap) unit; they are much easier to use and learn with, and it uses only one bottle of compressed gas (Argon- it's neutral, non-explosive, used to insulate active molten area from O2/CO2/ oxidation) and somewhat cheaper over the long run. It's also better suited to modern exotic metals such as stainless steel, aluminum, copper, etc.
One limitation is that MIG/TIG needs an external electrical power source, while the oxy-acetylene type goes anywhere, and is very versatile for artistic stuff.

just go for it I do body work for a living and the mig welder won't put out enough current to do any harm. Just be sure to weld short sections at a time to keep from warping the metal

Right after disconnecting the battery that usually comes with resetting things; such as radio stations and -depending on the car- other things upon reconnecting it.
good luck welding AT LEAST ONE BATTERY POST (PREFFERABLY NEGATIVE) OFF!
