From an honest private plumber who did work for me previously: $167.00.

There had been hookups there & he was relocating them for easier access & modern faucets when , due to great age & corrosion, one of the pipes broke off & needed replacement.

Otherwise, it would have been somewhat less.

Answer # 2 is valid, and with NO detail at all, it is difficult to say.

Consider that either tradesman likely makes $40 plus per hour, plus a trip charge perhaps, and materials costs.

What is involved can be relatively simple, or a two day job?

Wiring,,,from a breaker box,,, both 110 and 220 lines for both appliances. The cost of those materials. Plumbing,,,Fixtures, pipe, finding and tying into sewage/ drainage/ intakes,, both hot and cold, plus materials.

Any drywall issues, and reworking/ repairing them before and after the fact.

Cleanup,,after the fact.

Get multiple estimates, define the contractors reputations, and references, and decide on budget restrictions and allowances. You might even go as far as noting the cost for the job,,and applainces, versus the long term costs of a laundramat,,,including trip charges to and from.

I agree with you on keeping these out of the kitchen. Look at what you have to achieve, then ask yourself if you (or your partner / friends) know how to do it. Do you have electrical outlets in the room in question; note in some environments separate circuits must be used for the washer and dryer; you need a water outlet, and a drain. If right now you are saying, duh tell me something I don't know - then maybe its worth giving it a go - if you're saying anything else - call several plumbers and get quotes.

I have seen bids range greatly -- each job will be different --A complete job would consists of installing water lines / drain / vent / electrical and/or gas. Best to get a few local bids in your area and check around. Remember that if you hire just a plumber to do the job -- he may not be qualified to perform the electrical part of the job -- you would have to also hire a electrician. Hire some one who can do the complete job and get it down on paper--this protects both sides. Good Luck.
