There are a few things you will need, and it's a lengthy process. First you need a data cable. You can usually find them on ebay for 10 bucks or less. (USB cables are faster, serial cables are slower but the quality of the download is better, your choice.) You also need to download iden webjal.... that can be found at harry Thompson dot com..... YOU MUST FOLLOW THE INSTRUCTIONS TO A TEE!!!! (If you don't the program will not work!) Once that's done you can find sites that already have pre made ringtones (like next pimp), just sign up and download them to your computer, and then just upload them. The website I gave you to download the program has all the info and sites you need for converting (sometimes the files from the websites are corrupted and they need to be re converted to download onto your phone.) downloading, trouble shooting, the works, and if you need help, you can always email me. If all else fails, GOOGLE! Your formats for ringtones should be .wav files, mp3 files blow out the speakers on the phones, your wallpaper size can be found at next pimp, I have an i860 so the dimensions are different, and they have to be .gif files, no jpegs etc. For games, you have to have a zip file opening program, and if you need assistance making ringtones, I can do it for ya for free, lets not be excessive but I'll help if I can. :)

Depends on who the manufacturer is. A common one is Motorola. All of their software is universal. It is a huge pain to download all of the add-ons you will need. I would suggest getting an OEM version from eBay. It should be about $15-$20 and will update itself once the phone is plugged in and you go online. Not only can you make ringtones very easily, it is also a breeze for uploading and downloading pictures/videos, etc.
