Generally, your are fine performance wise until you mod the emission system or increase the noise level.
Otherwise its pretty easy to stay within legal bounds... no blue lights or strobes while driving, red reflectors and lights in back, white in front and amber on the sides. No TV screens non-factory up front, legal tint for your state, blah blah blah.

Any modification is legal as long as you can still pass the State Inspection, Especially regarding the emmissions test.

it totally depends on what you are modifing . i can change the motor and make illegal or i can put a stock motor in it
