I know what the expression means....I need to find out its origin.
How did the expression start????

from a shoe store who sells shoes on a budget of strings... ^_~

It has come because the length of shoe laces were always fixed and one had to learn to tie the knot in a very specific way to to ensure that it holds. So also is a budget of a person with a fixed income .There is no room for alteration

I'm thinking along the lines of duct tape, you know, patch it up with duct tape, tie it up with a shoe string so we can keep going :)
