No, it won't. Here's why....
In your idea, your desire is to use electromagnetic waves to attempt to distort spacetime. However, observation has shown that the only thing that can distort spacetime is gravity. The more massive the object, the greater the spacetime distortion. Electromagnetism in any form (magnetic waves, radio, light) only exists to map the distortions that gravity creates in the spacetime continuum. This is how we're able to do such things as gravitational lensing of stars (which is how we're able to determine if they may have planets).

I have yet to see ANYTHING that lets me feel you are actually affecting time. every anecdotal experiment is easily explained as an effect on the time measuring device itself rather than the experiment effecting time.
