Interesting question...
While proper nutrition plays a big part in breast development during puberty, there are, to my knowledge, no specific foods with a direct correlation to breast growth.
There is, however, significant evidence that young girls whose diets include horomone-treated beef may experience an earlier onset of puberty and breast development than those whose bodies are not exposed to these synthetic hormones.
Estrogen, the hormone responsible for breast growth, is also replicated synthetically in some forms of birth control, so girls who take oral contraceptives, for example, may experience a slight increase in breast size.
There are natural herbal supplements available which claim to naturally enhance breast growth as well. The herbal blend produces an estrogen-like effect in the body, which could, theoretically stimulate breast growth. However, putting excessive amounts of simulated or synthetic estrogen in your body can also stimulate the growth of cancer cells as well, in which case I would think that the benefits would not outweigh the risks.
As far as activities... exercise won't increase breast size, but it can build muscle in the chest wall, which can make one's breasts appear to sit higher on the chest. (And contrary to popular belief, you don't even have to chant "I must, I must, I must increase my bust!") Good posture works wonders, too.

Some people think that eating a lot of dairy products with added hormones (like non-organic dairy) can affect the development of girls, making them develop more and earlier than usual. It is also possible that the estrogen in soy can have an effect... so you can eat edamame, tofu, or drink soy milk.
Personally, I think a lot of that is bogus. The birth control pill, however, definitely enhances your breasts... and sometimes they don't go back to how they once were, but you would have to see a doctor about that.
I know everyone thinks it's always better on the other side of the fence, but being a 32DDD, I'd like to tell you that being bigger isn't always better... it really sucks sometimes. I can't buy cute clothes, fit into sports bras or button-up shirts, and yes, men give me attention... but did I really want any attention from the construction workers and sanitation workers or truck drivers that are around??? NO! It is not good! I would kill to have little breasts... I would go running and play sports aggressively without worrying about if my breasts were strapped in well enough or have them hurt my back when I try to run. Just be happy with what you have, men like all different kinds (not just the big ones), they just like the real ones... so don't ever get implants.
