No it is not an oil problem. When an engine burns oil it will emit blue smoke. raw unburned fuel will cause the black soot that you are seeing. Possible causes are a dirty air filter, clogged or restricted fuel filter, carb out of adjustment, cold choke out of adjustment, choke pull off out of adjustment, leaking carb., engine in need of a tune up very badly, timing way out of adjustment and the list can go on and on. Have a reliable mechanic look over the engine for you.
You never mentioned what kind or what year van you own. If it is fuel injected, then you can have leaky / worn injectors instead of the problems associated with a carb.

Rich gas mixture like the answers said. Also, if you had put a gas additive to the gas this may cause black soot as the additive slowly takes off the carbon from inside the engine and it is burned out thru the pipes. . You may even experience rough running till all the soot inside the engine is burned off. Changing from regular and then putting high octance may cause this too. Both the additive and octane are only temporary. You did not say if this problem just started up or have had it for a long time.

mustang65 may be correct. Normally when the Valve Guides are bad oil leaks into the cylinder when it not running causing it to smoke on start-up. Your other problem is it may be Running "Rich" like the choke is on, only on fuel injection it be giving more fuel. This can usually be the Oxygen Sensor on the exhaust or Throttle Position Sensor (TPS). TPS easy to check, get a manual. O2 Sensor may have a heater that stop working and after the car is hot it will work OK.

You need to run it a little harder. Get on the gas pedal every now and then a it will keep the soot from building up! No ****!

it could be something as simple as changing your pcv valve. my corsica started smoking and just got worse figured it was about to blow up and a friend told me to change that. its fine now.dont smoke at all.

worn valve seals/ or oil on the spark plug, check and replace, it probably does it when it shifts too.
