North Korea had suspended all activity and testing until 2003 when Bush pissed them off and pulled out of negotiations because they were the axis of evil now!!

Please get your facts straight. The U.S. stopped the negotion with North Korea when it was found that they were making counter fit U.S. currency. They, North Korea, didn't like being caught so they broke off all talks with the U.S. and the other countries in hopes of forcing the U.S. to talk one on one.
