look at it this way: how much does a pair of shoestring cost? that's as much money as you can afford to spend literally for anything if you had a shoestring budget.

figuratively, the term is now used to mean "very tight budget"

It means doing something for as little money as possible... for example "we went on a 1 week vacation to the Grand Canyon on a shoe string budget" might mean that we hitchhiked all the way there.. no cost, camped the night at rest areas and on the side of the road .. no cost, brought with us some canned food and cereal to eat..very low cost.. Total cost of vacation for a week $60.00 each ..This was a very low cost vacation..we did it on a shoestring budget!

The term shoe string is from baseball and the expression means in baseball terms that it is a hit as opposed to a miss, so a shoe string budget means that the budget looks good and it is in the positive as opposed to the negative. The budget is in tact as opposed to debt
