If you don't agree with my solution then you must be part of what caused the problem in the first place. To me its a statement that would be made by a person that has very low self esteem.

In certain situations it just means, if your not contributing your a detriment to the team/group. Sometimes it's good to take a back seat and let someone lead or do the work, but with that statement it means you gotta help out.

Apathy is a killer! If your not helping to solve the problem at hand-your in-action is making the troubles grow!

Like think back to WWII -where everybody was involved! Soldiers fought, woman worked the factories, kids had paper and metal drives to produce raw materials for the factories to make weapons and so the circle continues!
