My son was born with one testicle. Doctors could not say much about it, they just told me to wait until he becomes 3 year old.
Now, sometimes, quite frequently right above his male organ, in pubic area, a swell is occurring, then goes away. It seems like other testicle is coming down.
Do i need to worry? and if yes, whom should i apply?

You don't need to worry. On the contrary, it may be that his second testicle is descending. What you need to do is take your son to a pediatrician as soon as possible. The testicles hang down in order to keep the temperature cool. An undescended testicle will be too warm. Best wishes to your son.

take him to the pediatrician. if they don't know what to do, ask for a referral to a urologist. if he is having swelling there may be an inflammatory process going on which could be serious... not to mention, if something swells there is often pain involved.

That doesn't sound normal. I think you need to get a second opinion from another doctor. A doctor should be able to tell you whatever it is that you need to know about whatever it is that you ask him, if not then he should be able to refer to someone who can.

I would call the Doctor's office as soon as you can and let them know.
