Cute if you can do the look correctly. Don't mix tons of colors - go for a neutral dress over them and flats would be cute. Don't go over the top!

If you're really into off-the-edge/funky fashion and you could pull the look off, go for it. But otherwise, I'm personally not for color leggings.
