Actually the very word dehydrated means "lacking in water". So your question is meaningless.
Fill a pot with water. Put in on the stove till ALL the water has boiled away.What you have left in the pot is dehydrated water (and I'm not talking about the air, but the water!). I have a bathtub full of it that I'll sell real cheap... Interested?

if you were to dehydrated water you'd be removing the Hydrogen2 and be left with Oxygen which would just be a gas so theoretically this would be impossible to "add" something to.
