In the pokemon RPG for the gameboy systems, all pokemon are able to be caught with a pokeball. The only pokemon that you CAN NOT catch are some of the legendary pokemon. For some reason, its just in the program that you can not catch some of the legendary pokemon. It doesnt matter what state the pokemon is in. It helps if the pokemon you want to catch is poisoned or paralyzed or maybe even sleeping because then they can not fight back well enough. I hope this is what you wanted, because your question was pretty vague.

LOL! Wow! You are a true Pokemon fan! Don't listen to those unhappy others who say you're on crack. I don't believe that unless you say you do. Well, if the games had states, then yes you sure are likely. In the real world however, no, sorry. Your only choice is the Nintendo World Store in New York where they still have Pokemon stuff when it used to be called the Pokemon Store.

If you sneak out into the wilderness on a quiet night lit by the full moon and sit very quietly for at least 3 hours and you're very lucky you may just be able to catch your very own pokemon.

The closest thing I can think of is cock fighting(no pun intended). That or dog fights, I'm pretty sure both are illegal though, but wouldn't something like that be along the lines of animal cruelty though? pokemon advocates animal violence, I will never look at that show the same way again.
