What kind of damn question is that? Even if I wanted a tattoo, you'd be the last person I would come to. This is a question that should not have even been put on the internet, a good business person would have used common sense and made an intelligent judgement call! You din't have to stoop so low to ask such an ignorant question, my advice to you is go out of business or only do tattoes on caucasains.

I don't know ~ black people range in a wide variety of complexions ~ if he is really dark-skinned (which is beautiful by the way) ~ he should pick out colors that can be seen

I hope you are joking, but in case you aren't, NO don't give him a refund. He should have known better than you that the color wouldn't show up. DUH. I might discount him to go over the tattoo with colors that will show up.
