Depends on your state. In New York school buses have to have them installed but the students are not required to wear them.

Studies have shown that in the event of a certain crashes, if a student, especially small ones, are belted in, their hips will stay but the top part of their body will move forward bending at the hips. This can actually break the childs neck as his/her head hits the back of the seat in front of them.

In the event of a fire the passanger compartment can be completely engulfed in flames within a couple of minutes. If the students are belted in, this leaves little time to try and get students unbuckled and out of the bus. Not all will have to be helped to release the belts but there will be some who will have difficulty.

Students use the seat belts to hit each other with them which is bad by itself. But it also causess a distraction for the driver which could possibly lead to an accident.

The driver cannot possibly make sure everyone of the students on the bus remain buckled in.

Statistcs show that the school bus is still the safest method of motor vehicle transportation in the USA. And more bus related student fatalities happen outside of the bus rather than in it.

The major argument against have seat belts in school buses is that seat belts have metal components that children may use to hit each other with. Point well taken, I think.
