It's mainly the engineers fault. But I know what you are saying.
Take radio, and music for instance. They will not the song completely finish before they "butt" in. That way you can't get a good copy if you wanted to tape some music...

To tell them to get off the air.
Just like awars shows, the music comes on when it is time to go.
