Yes they can.....! I just went into my kitchen to get a coffee and my parrot called out "want a cheerio" he knows i keep his treats in the kitchen. So while the kettle was boiling i got him his treat, went over to him and before i gave it to him he said thank you. When it's getting late he says gotta go nite nites and good night when i go to bed, i dont prompt him. He also watches tv and when he sees someone kiss, he blows kisses and says kiss. He seems to understand things well. And uses the language he knows at the appropriate times....ie when im going out he says good bye, when im going to bed he says good night etc.

They dont talk....they make noise to communicate to each other. they really don't speak and think the way humans do. Animals do not have a true language even though they can
communicate with one another by sounds and gestures. Each kind has
a certain number of inborn signals for expressing its feelings but these
are not words. All human infants laugh or cry to express their
emotions without being taught. Their language must be laboriously
learned, one word at a time. A baby chick hatched in an incubator and
reared away from all other chickens makes the same calls and behaves
the same as chicks hatched and reared by a hen. The only noticeable
difference is that young cockerels learn to crow sooner and better when
they can hear an old rooster.

The animals are talking in their own language. The man had not enough knowledge to understand their language.They are talking for their needs. But man only talking toooooo much unnecessarily.

Actually, animals do talk in their own way. Just most people never learn their language. My horses communicated very well and I could talk back and they understand. Dogs, cats, you name it and they do talk. But, as many will say, they not have vocals chords like people. But, they do talk. Deaf people talk using their hands!

Beside the brain power (who would want to hear what a monkey had to say?) they also don't have the flexible lips and throat structure needed to make the complex sounds of speech

They have thier own language, they dont exactly understand each other, but they do communicate by thier tone of voice

they can communicate, they don't speak as humans do because they are only equipped with instincts that help them survive, they have no need for further communication. they're just not as frivolous as humans.
