93 kawasaki zx11 makes whining sound and rpm gauge moves to about 7 while trying to crank?

Will not start,makes whining sound while rpm gauge moves to about 7000. Had 24000 mile maint done about a month ago

Does the engine crank over when you try to start it? The whinning noise could be a worn out starter clutch. If the starter clutch is worn out, it won't grab the flywheel to turn the engine.
