I am a DYI kinda guy but have limited masonary experience. Should I cover with siding or maybe frame up to the cap. One other problem water sometimes gets into the basement, should a cap be purchased?

every chimney should have a cap!

if the bricks are crumbling, you may have to replace one/two each side on you many trips to fix this problem... if mortar jts, yes tuck pt, or complete stucco, or repair & cover w hardie siding is good too. its tough to stop water on a masonry chimney through a roof. i'd say every one leaks in some form or another!

Yeah, tuck and point is right Jon T.
After you chip away old mortar joints, "point" them up with new mortar using a pointer.
Also, the flashing around the base of the chimney is very important. Make sure it is properly attached.
