Give them traveler's cheques, or, better yet, a gift card from Visa, or American Express. If you know of a particular place you'd like them to visit, you could enclose the gift card with a map to the location and suggestions for what to do/eat/see, etc. It would be awfully difficult to get gift certificates to particular shops for several reasons, one being that it is not a common practice in Europe. But accepting credit cards is, and ATM machines are nearly everywhere, so they can get cash as necessary.
Also, the cards are replaced quickly if lost or stolen. But I'm sure you've heard those commercials before.

Get them one of those mastercards that you put the money into.
